Westland Books has announced the opening of pre-orders for Heartland Rising, a major new work of political and constitutional non-fiction by Mumbai-based lawyer and academic Javed Gaya. The book will be published under Westland’s acclaimed literary non-fiction imprint Context and is set for release on 12 June 2026. Internationally, the title will be published as Majoritarianism in India: Roots and Consequences.
Positioned as a timely intervention ahead of an election season, the book offers a wide-ranging examination of India’s democratic evolution from the 1940s to the present day, focusing on the tensions between constitutional ideals, institutional practices, and shifting political realities.
A Deep Dive Into India’s Democratic Trajectory
According to the publisher, Heartland Rising provides an incisive study of the events, ideologies, and personalities that shaped the Partition of India and the subsequent framing of the Constitution. The book revisits foundational debates around liberty, equality, representation, and federalism, situating them within the broader evolution of the Indian state.
At its core, the work engages with a central question: whether India’s early constitutional choices—particularly its emphasis on “one person, one vote”—adequately addressed the complexities of a diverse, plural society. The author argues that these decisions have had long-term consequences for minority representation and democratic balance.
Focus on Institutions, Identity and Power
The book examines the changing role of key democratic institutions, including the judiciary, and explores what it describes as a gradual erosion of safeguards designed to protect minority rights. It also analyses the evolution of federalism in India, highlighting tensions between the central state and regional identities.
Gaya further traces how the socio-political dominance of the Hindi heartland has influenced national discourse, contributing to the sharpening of caste and communal divisions and reshaping ideas of citizenship, nationhood, and cultural identity.
Westland Books describes Heartland Rising as both a diagnosis and a warning about the trajectory of Indian democracy. The book engages with contemporary debates on majoritarian politics, arguing that current trends have deep historical roots stretching back to the post-Partition era.
It raises pressing questions about pluralism, constitutional integrity, and the future of democratic governance in India.
